You can take most anything to the landfill, and it will be disposed of (possibly at a small cost, but the weight is probably negligible). If it's something like EMT, copper, large steel quantities you may want to consider other disposal options such as a recycling center so you can make some money back on it.

Unless you have an HOA that provides trash service througha specific company, you have to select and hire a company on your own. There quite a few that service Frederick County. ADS, Waste Management, etc. A quick Google search or a perusal of the name on the cans of neighbors will yield quick results.

Liquid paint (Paint can be stored in usable condition for many years. For disposal, paint must be dried out, then may be placed in your regular household trash. Commercial drying add-ins are available at paint and home improvement stores and can dry latex paint within a few minutes. You may also simply add mulch, shredded newspaper or kitty litter to any paint and leave the lid off until dried, or spread paint across sheets of cardboard or newspaper to dry. Once it is dry, paint can be thrown in the regular trash or brought to the landfill for disposal.

Brown bags and plant materials (bush/leaves/grass/branches) come in as yard waste recycling, for no charge. Soil is separate, and is disposed of at a rate of $0.85 per twenty pounds of material.

County Government does not offer this type of service, but there are lots of local contractors and waste hauling businesses; try an internet search for terms like, "trash hauling" "junk removal" or "trash service" to get started.

To bring material to the landfill, you’ll need something documenting the Frederick County address it is coming from. In your case, a copy of the storage unit lease will do.
There is no "yearly rate".
If you want your trash hauled, that service is not provided by the county. Your city or HOA may provide it. Or if you are outside a city or HOA, you can contract with a hauler to get your trash hauled.
If you want to haul your trash yourself, you can load it into a vehicle and bring it to the landfill. (This is what my wife and I do.) The cost for "household garbage" is currently $0.69 per 20 pounds, charged in 20 pound increments. How much this comes to yearly depends on how much trash you generate and how often you bring it to the landfill.
