You would have to contact the local office for your area, to get the answer to your question. I have never dealt with this type of case.
You would have to come to the Ottumwa office, and ask them about that. I have never dealt with an appeal case.
You cannot owe Iowa Worforce money. Unemployment is run by the state IowaWorks or the workforce is just the place where you complete the application. I would say apply the worst that can happen is your claim is denied.
