Yes it is public access
Die to current drought it's difficult, but ,Most likely yes, there is two boat ramps aisles available, others have items in the lake blocking the ramps. Lake is low but the city has spray painted lines on docks to mark end of ramp. It really just depends on how long your trailer and boat is, the drop off at end of ramp is one foot.
