Really nice place for a walk around the med center and Hermann area. Not breathtaking but nice views! Solid 8/10

How can a public park close and why??

The previous answer is very correct. Due construction, access may be limited to certain areas / trails. Some can be navigated and others should be avoided, it just depends.

What is total distance for biking?

Wow! I've easily gone 45miles from Gessner@Braeswood all the way into TSU to buffalo bayou park and taking Hermann back to Brays back to Gessner@braeswood. I've never gone to the end of brays bayou.

Where do you park, do I have to pay for parking

You can usually find a place in the street in the apartments on the north side, just west of Braesmont. You will see a Valero gas station nearby. The parking is free in the street but beware of any fire hydrants or "no parking" signs. You will need to carefully walk or bike across North Braeswood after parking. Edit: I replaced "west" of Braesmont instead of "south". Please forgive my mistake; I was trying to indicate the Nob Hill apartments. I have known the area for many years. :)

How many miles is the trail? And is it a three and back or a loop? Is it paved and safe? I'm not from that area but would like to ride the trail

Some of the trail is paved. On the MacGregor @Scott side, there's a workout area under a canopy and new paved areas up to Calhoun are being constructed. When finished it will be a smooth concrete trail perfect for running and bike riding.
