Some charities, help centers and nonprofits can barely be called such. They're businesses that waste funds to maintain a tax free status. Salvation Army is a true community outreach that is made up of people helping people. You never feel like a burden and they're always glad to help in any way they can. This is the model of what community giving should look like.
