I don't think so
Your local auto zone, advanced auto, napa, or even Walmart wherever they sell motor oil they are required by law to take old motor oil back
They don't take paint and I don't know who does I usually ask a local contractor or rubbish removal company if I can drop it in a dumpster on a construction site
Just went yesterday and went to the Awning (Drive-thru) Building #64 or 68?. 30 seconds max. :) My large paint can did have about 1/3 paint in it.
