Call the social services office Franklin County 540-483-9247 / 540-483-6850.
This website says they close at 4:30 I got there at 4:23 to just to fill out an interm report that I ALREADY filled out and they lost it and people were inside talking and turned me away. Point being, the closing time needs to be changed to 4

Wow! Thats really sad being what they are supposed to be there for! I would call the 800 number and let them know your experience cause they are suppose to close at 4:30 pm and they are paid to do there jobs! My opinion!
