This Goodwill constantly has overpriced goods that compare to department store prices. This day they'd received Nike yoga pants that were priced at $14.99, while all the other leggings and yoga pants were 5.49. The have some things tagged as "special". That means those items are not included in the color tag sale and will be sold for the price on the tagged.
