I took mine down to Tires Plus by Northtown. They reattached it to the rim at no charge.
They do sell the sharpener. But to keep the blade balanced, I would recommend letting a professional sharpen the blade for you.

Yes, Frattallone's Blaine does accept snowblower and lawnmowers for tuneup. The tuneup is not however done in-house. Machines are sent to a repair shop owned by Frattallones downtown.
Ace does carry v-belts. A few are toro belts and may not be large enough. They have several belts in another brand (mitsubishi universal utility) that they can match up to yours visually if you are able to bring yours in.
