Yes. But you need a marriage licence. And an appointment.

Can the judge ask a civilian to leave the public lobby of city hall with out a just cause?

As long as the civilian is not there on court business, propagation or whatever, then yes. There is no loitering (sp?) in the court house. Police can can enforce the same in their lobby. Sorry not propagation, probation.

Yes, most court house websites allow you to look up the case by number, name or ticket
