If you want to fish Laurel Hill Lake there is a fee, but there isn't one that I have ever been told of to visit. Only to fish as it is, I believe, a managed lake.
On the TWRA website or app. Not sure when they open up, but the deadline for applying is usually in June.

Yes, if hunting,fishing or riding horses requires permits. During hunting season safety orange would be recommended.

No they are not. Hunting on laurel hill varies by season. It is occasionally only open for quota hunts. The entire area is open for hunting with the exception of the area surrounding the lake and a safety zone. I suggest using ONx hunt app or calling the game warden obtain a map.
