They were covering in snow and ice when I was there Thursday
There is a creek next to the lake you could start in that. I know there is fish in the lake, and that at some points it goes down kind of deep. I would go to a different lake if you want to wade in one.
While I don't know what is in the pond, I've only ever seen signage instructing park-goers not to fish in early spring when they replenish the pond. Those signs are usually there for about a week or two. Other than that, the rest of the year there is no signage prohibiting fishing. I pass the pond every day on my way to/from work and there are always people fishing - at least several times a week. The weekend after the pond is replenished the pond is ringed with dozens of people fishing.
