Bikes are allowed but i wouldn't recommend it for adults as trails are narrow and distance is short.

No, generally state parks have them. Blue marsh recreational park does. About 30 minute drive

There are picnic tables in a large pavilion, but not just scattered around on the grounds.

I have never seen it, but I do not know if it is illegal, per say. They do have a kitchenette you can get access to, for a fee, by calling the twp building.
