No, but membership costs more outside VS
You have to go into the village hall near the park and register. They have weird hours so try an go between 1-3pm. They require a lot of paperwork so be prepared to go first to figure out what you need and then come back a second time to register. There is a large white sign outside thr dog park that lists the fees based on where your dog is registered.
