10am but I went by recently and it appeared closed. I'd call about COVID hours if you want to tour the building. Otherwise the view from the top is great.

The castle is closest to the East 79th St entrance of Central Park. I would enter there and follow the path into the park that is on the right. It should lead you to and underpass which goes straight to the main path that takes you to the castle. If you Google Central Park Map you will be able to see how.
