You can certainly file Form I-130 for your brother. However, you need to understand that the immigrant visa in the category F4 is very limited. (Fourth: (F4) Brothers and Sisters of Adult U.S. Citizens: 65,000, plus any numbers not required by first three preferences. See Visa Bulletin https://travel.state.gov/content/travel/en/legal/visa-law0/visa-bulletin/2023/visa-bulletin-for-october-2022.html). So it might take 13-15 years to wait until the visa will become available for your brother.
Your son can petition for you when he turns 21.
Your fiancé will need to enter the United States with a K-1 Fiancé Visa. Once admitted to the United States with a K-1 Fiancé Visa, your fiancé will be authorized to stay for 90 days during which you are permitted to marry. As soon as you marry, your spouse may apply for permanent residence by filing a Form I-485, Application to Register Permanent Residence or to Adjust Status.
You husband needs to fill out and sign Form I-864A Contract between Sponsor and Household Member.
