There are 2 garages at the New Carrollton station. In the Metrorail garage (larger/newer garage with elevators, closest to the street) you aren't supposed to overnight park, but I've seen plenty of people do it without repercussions. People work the graveyard shift in DC and park there...technically overnight...so it shouldn't be a problem. No one tracks it. Occasionally PGCounty police will cruise through looking for expired tags, but that's it. There are supposedly designated overnight parking spots in the Amtrak/MARC garage (the smaller/older one with no elevators, further from the street), but I don't know about that.
