I consulted with Mr. Furgan on an immigration matter. He is very knowledgeable and approachable. In most cases, this does not change the PERM and it can be filed.

Once their PD is current or close to current, they can proceed with NVC processing.
If a person (GC holder) leaves US and stay in home country for over 3 years without any entry permit - can the person fly back as long as GC is not expired? What is the process the person needs to follow?

Depends on the officer at the fingerprint location in Dallas, TX. They may or may not let you. I've seen it work a few times though.

Permanent residents must file an AR-11 change of address form each time they move. If the move is outside the jurisdiction of the current field office, then the case will be transferred to the new field office, which may result in a delay in processing.
One of IT consultancy company took money from me for H1B application and withdraw the application without my knowledge. Can I ask them to refund the money? As far as I know, ideally its illegal to charge money for the application.

Your permanent residency card only needs to be valid for 1 day at the time you seek entry as a permanent resident.
