Absolutely, but if you feel that the child is in imminent danger, you should call the police. If you hear or see the child being hurt, calling the police immediately will enable them to remove the child immediately. DYFS is helpful, but oftentimes, because of legalities, they may leave the child in the situation that is causing you concern while they investigate. DYFS is not the instant solution sometimes and because people neglect calling the police immediately, or even calling at all, children can be severely hurt or even killed. Sorry for the long answer, but children need to be protected and rather safe than sorry.
