I did some research and found their wedding and reception policy. It can be rented for $400 for 3 hours between 9 AM and 10 PM to Grapevine residents. There are a couple of tables near the kids area. There are also some by the center. There are benches in the botanical gardens. If eating in the gardens, I would highly suggest everything that comes in with you leaves with you (trash).
Your best bet is to call and ask. There is an area with a gazebo near the koi pond & bridge where weddings have been held before. Since it's a public place, you can bet there will be spectators watching your ceremony!
The cost of the garden is free. Bring a picnic if you want to be extra fancy.

If you are a professional and doing an actual photo shoot with clients they require you to have a permit. If you're taking your own pictures for yourself and your own friends family there is no charge.
The area in which to walk through and see the fishes and turtles is gated I'm not sure what time it closes of it does cause I've gone there during the day but the outside of it seems to be out in the open and probably regularl park hours
