Try calling Harris County parks and recreation.
Call Precinct 2 and ask. They now own the park. Wish I could be of more help.

I would suggest you go to the park and get there number and email. It is posted at the entrance. Have no information on cost.
10:00 p.m. or a little before depending on what the maintenance people feel like doing and how empty the park is. Recently because of covid the park has been closing an hour or two hours early

Yes,you can unless it is posted that you can't, and I've never seen a sign that says you can't.
You have to call and reserve, usually well in advance for the date you want. For pavilion 1, I paid a fully refundable (if you clean the area completely), $25 deposit.
