His name was Reverend James Belin and he is the man the church is named in honor of. He was born in Georgetown County, South Carolina. He was descended from French Huguenots, who had emigrated from France during the Protestant Revolution. His ministry began on nearby plantations in 1810, and in January 1814 he was ordained a Deacon, and in December 1815, an Elder. In 1835, he established the Waccamaw Neck Mission which served the area for a number of years. Seeing the need for a permanent dwelling, on December 11, 1850, Reverend Belin worked with the Trustees of The Methodist Church Episcopal to establish a Misson House on a branch of Murrells Inlet known as Cedar Hill. Upon its completion, Reverend Belin and his wife lived here until his death in 1859. He is buried nearby in what is now known as Belin Cemetery. His entire estate, save a small amount to care for his wife and servants, was left to the South Carolina Methodist Conference.
