You should reserve a pavilion with the lancaster parks an rec dept, if you are wanting one. If reserved by someone else, you will be asked to move. If there are unreserved pavilions/shelters they are first come first serve.
Yeah I think so didn't see any signs saying no fishing
You may need a permit for a pavilion ,check with village of lancadter
