Park and beach is public and free. There's also trails that you can walk. Theres a playground for kids and picnic tables also.

They were open when we went the other day

Was this beach ever polluted? I swam in shelter cove in 1960's and had black on my face

No. It's by a mangrove swamp with brackish water, which results in the black color and small particles. In reality, the water is great for sea life and beneficial to the environment.
