Very rude and combative over the phone and they talk to you like your a child also none of the staff are on the same page they will tell you different things they withhold information if you don't know the right things to ask. I don't recommend to anyone I strongly feel like they need new staff

It's random within the confines of the city. They have a waiting list based on the number of bedrooms you need. Once you are on the list, when and apartment comes empty, they strip it, clean it, repaint it, then move the next person in.
