It says public beach but I think they are discouraging non- residents to come there (there were no parking spots available for non-residents!). We didn’t go to the beach due to non-availability of parking spots rather went to lobster shack and enjoyed the beach view from there.

As of Aug 2021 it is now East Haven parking or permit parking only. We found a $35 non-resident parking lot.

Yes
There is street parking available for free if you are not a town resident, but be mindful of all parking laws because the area is heavily patrolled by police during the summer. As for restaurants, there is the Sandpiper which specializes in seafood and has ice cream and a take out area right across from the beach. There is another restaurant opening soon down the road. There are also a few deli shops on the way down to the beach.
