In Battery Park. If you have a City Pass you still need to go to the ticket booth in Battery Park to exchange it for the cruise tickets.
Yes. There are 3 different types of tickets, that give different access points in the statue. The 'ground' - only gives access to the grounds that surround the statue (on Liberty Island), the 'pedestal' - that gives access to both the grounds and the pedestal (the sandstone structure that serves as the foundation of the statue), and finally the 'crown' - this gives access to the inside of the crown (where you would have to walk a series of steps), and both the grounds and pedestal.

Make sure you look out for a temporary white structure, right after the Clinton Monument. This structure is where they conduct security screening.
