No they do not it's very rare to find a hotel that does. Usually low end motels do. I know the ones in north port do

I have checked in at noon before. They are pretty customer friendly and will work with you if they can.
I work for a local government and have an idea how FEMA works with us but your question is not to clear. For example when Wilma everyone that bought a generator was reimbursed up to certain amount just by sending the receipt, go to their web site and you'll find what they will reimburse for but with Harvey coming before Irma they should be short on what they will reimburse
