Is there a way to contact a live person at the IRS? My taxes were filed electronically March 21 and it is now May 26th. IRS2GO responds "return is being processed" same message for over 2 months. How can I talk to someone?

I have a business in ct I apply for irs number and I got a number thru and email but never got the blue paper with the tax id number that all business have hanging in there business. How can I obtain the blue paper with the tax id number I need it to hang it in my restaurant .thanks
