I don't believe if you were incarcerated you're allowed to collect money from the federal government. On the forms they ask if you were a felon or convicted of a crime. However it may also be true that there are some types of federally funded programs to help people who were incarcerated receive low income housing or food stamps. You should call your local social security office and ask them directly or head down and wait in line. It may also be possible to google programs in CT for former inmates.
