Hi Victor, No you can not ,this place is just a doctor's office. However you can at the VA office located at 110 Old Rte 6, Carmel Hamlet, NY 10512 They are less than a mile from this office.
Not sure, but I don't see why not. All VA's are connected federally. Call the clinic.
I would call first, before driving to the Carmel clinic
