Yes if that client has a Birth certificate in hand and one of the parents listed on that certificate is with and can provide a photo ID to prove they are the legal guardian listed on the birth certificate!
You should be fine to get Tattooed on your medication. With today's equipment and an experienced Artist you should not bleed much at all. It's merely a surface wound as opposed to being physically cut open, in which you would have to worry about active bleeding.
