This place is so ghetto.. if you want to fish in a landfill of trash in the water and tons of homeless asking you for money, and if you bring your kids they will probably get sick.. I can't believe the city would let it get this bad..

City of Phoenix Parks and Rec is in charge of cleaning it keeping the homeless out making sure it's safe for your children you and I do the best I can so cut him a break there is an epidemic it's not a drug epidemic it's homelessness as they all have problems which is no excuse but with nowhere else to go where is a safe place for a homeless person to be no discounts are credits for the fact that they don't have manners or understand or no cleanliness but all being said the fact still remain City of Phoenix Parks and Rec

They don't ever check for your fishing license. But park rangers do patrol after hours.
