they do not communicate with the local offices and for the documents to reach them, years go by their systems are obsolete and no one calls to solve them, they could be done online but they are not updated

You can try the phone number of the local SSA office, where you can speak to a live person, but that's not a guarantee as their office hours are limited at best, or they may be closed. You are better off trying to call the main number; you will get a live person on the line.
If you are not happy with the service you receive, you have the option to cisit your state Reps office and turn it into a congressional inquiry.
I got same letter I went to jail they said I got two checks over like 10 years ago but I came home to 5 bucks in my account they never sent me nothing plus I just went back last year and got approved I just have one to many cars under my name and they dint not mentioned this is this a fraud claim

The post office does have applications for passports. You can also go to your local library to get one, or go online to travel.state.gov to complete and print out the application. However, you have to make an appointment to submit your completed passport application, along with the photo (which you can have done on-site, but you have to pay for it), ALL appropriate docs (state birth certificate, VALID driver's license or state ID, social security card) and passport fees in check or money order. Miss ANY of these things and you're back to square one!
