To my knowledge there is no specific direction that the good neighbor side of a fence must face. The only restrictions in the code are with regard to the height of the fence based on where it's located. Typically issues of this nature are negotiated between neighboring property owners. Unfortunately I do not believe you have any code violations in this scenario. If the neighbor replaced the fence even without your knowledge they did So at their own expense, typically due to fact that fences are located on property lines they are a shared expense between neighboring property owners. In this case it sounds like you got an upgraded fence without having to pay anything out of pocket. It would have been the courteous thing to do in notifying you that they were planning to do the work. You can contact code enforcement at the City of Fresno or the County of Fresno depending on where you live to verify any information with them.

You can build your fence up to 7ft but depending on your zoning there are certain specifications on set backs for fences so I suggest you come.in or call in and check with our zoning department
