Yes, but you will have to pay a fee.

Why is the transfer building filled with one of the workers personal collection of stuff left there with signs "not to take"and "Don't go past this line" I didn't leave things there for him to display as his or sell as he works.

You leave things at the transfer site to get rid of them. What the workers due after you leave them is none of your business. If you don't like what they do with what you leave, don't leave it.
