My advice would be to call Lowe's and speak with Customer Service center. There were some restrictions, regarding deliveries, during these past recent months, so calling them should give you your best answer.
I would go into the Lowe's that you purchased the mower from and have them call the rebate center while you are there. Make them work for you, and get some answers.

Why are you wasting your time asking Google when you could have Googled the store and just called them I'm sure they will replace it or get it fixed for you
