A good sized food store where you bring your own bags if you don't want to buy theirs for groceries. Shopping carts are rented for a quarter, which you get back when you return the cart. I went right after work on a Monday and there was plenty of parking, and no long lines too.

I don't know. I wasn't shopping for them and didn't see any.
Yes, they take returns on everything. Even food products. I can't say for certain at this moment, but I know they also had a double back guarantee on freshness of food products (they would refund purchase price with receipt at the location where it was bought, plus give you another of the item if still available).
