When you call and are polite, they are more than happy to help. However, when people start yelling and ignoring the employees, it becomes difficult to receive any help. To everyone complaining, it seems to me they are the kind of people to angrily call and refuse to cooperate and receive help, just so they can be angry.

In a county with hundreds of thousands of people, the Board of Elections processes address, name, and party changes throughout the year. Preparations for each election take about a month before the election, and last several weeks after. There are also local elections such as town school boards, fire halls, special town referendums, and other minor elections that the Board of Elections helps prepare. There is also petition filing for candidates to appear on the ballot. There's a lot more work that happen than simply election day.

New York State law sets the deadline to change your party. It must be changed more than 25 days before the General election, then it changes after. So any change made between November 2018 and October 2019, it won't change until November 6th, 2019. This is a state law, not a county BoE rule.
