There are signs posted that alcohol is allowed with a permit. I'm fairly confident I've attended at least on official party that had booze there. Not sure about contacting them though, good luck. For Wes who apparently doesn't actually go to Elicott Creek or Erie County parks that have shelters: #10 under policies & procedures for Erie County is that beer and wine are allowed with permit. Shelter permit allows beer and wine, no kegs.
Sorry I do not know exactly where the bark park is in this park.
I've traced it from Buffalo all the way to Rochester. Many bike riders told me the same

As far as my knowledge, no signs are posted. You're good to go. Luck finding treasure and it may not be a pandoras box.
Ellicott Creek Park requires leashes. Ellicott Island Bark Park does not. They are very near to each other.

There is a turtle statue here. There are turtles in the pond and creeks, but there is no turtle park. Go find your turtle park in a zoo! All our 🐢 s are free range at Ellicott Creek Park.
