The express DMVs don't do titles. They do license and ID renewals and duplicates, stickers, and little else. That both takes some of the strain off the full- service DMVs, and lets people get them done in half an hour rather than three and a half hours. But even not all the full-service DMVs do it. Thus, for plates, title, whatnot, I'd go to a Currency Exchange. It's quick and easy.

Yes. Illinois has a one-year grace period, so renewing a (recently) expired license is the same process as for an unexpired one. The grace period is only for the renewal itself. If you get pulled over with an expired license, you can (will) get a ticket and up to a $1000 fine.
