They do have equipment that people can use temporarily until they don't need it anymore. It is donations so you can call and find out if they have it now and you can pick it up in return it when your sister-in-law's done with it. If they don't have it you can put your name on a waiting list. I would recommend calling them.
Hi Sandra, Give us a call...704-292-1797. We may be able to refer you to a few agencies that could potentially help pay utility bills. We also have a free medical alert button program where we could offer you a personal emergency response system (like a life alert button) where you husband could press the button to call 911.

Council on Aging can provide you with a list of caregivers and their phone numbers that you can reach out to. (These caregivers are not associated with council on Aging.)
