Sounds like to me it's blocked...
You'd have to return or exchange it at the store you got it from. I heard a clerk tell a customer that 2 weeks ago in the Verizon store.
Im sorry, I have no idea. Best bet is to call or go by Verizon store and ask. They are very nice and helpful there.
I am not Verizon and you would probably have to go to store in Orangeburg SC.
There is no need for appointment I was in and out in no time they are quick and fair
