How much to rebuild a ford 460 motor still in the truck. Or if I take it out it runs but leaks, front seal.

Why did Northeast Machine keep my AMC cylinder heads for a year and a half, wrap them up as finished then charge me for a full remanufacture job (which back then was over $650.00) and not even finish the heads, doing only dissassembly and degreasing
