OWASA does not maintain the stormwater drains; stormwater drains are maintained by the towns. You need to connect the Public Works department of the town in which you live.

Whenever there is a boil water advisory, you should read the helpful Q&A's at https://www.owasa.org/boilwater. Per your question, it says "An advisory will remain in effect until bacteriological test samples show the water is safe to drink. Bacteriological testing typically takes 24 to 28 hours to complete."
