John...no the IRS cannot take everything out of your bank account without warning. The IRS first has to issue an intent to levy with appeal rights. Then if and when a bank is levies, the bank must hold the funds for 21 days for you to contest the legality of the levy or negotiate a partial release on the grounds of hardship.

Regrettably Lionel both the IRS and FTB can seize your tax refunds once they have issued an intent to levy or notice and demand.
