No one answers the phone. If you leave a message, and you get a call-back, be sure to go buy a lottery ticket because it's your lucky day!!! I can't tell you how many messages I have left without callback. Lots of people out of work; perhaps the city could hire more help.

Planning and Building customer service is about as good as DMV is not worse. Wait more than one hour on the phone just to try to get someone answer a question with one person in the queue and no one reply their emails. NAPOLEAN COMPLEX city staffs. Government workers at its best...

I read that a small additional unit would now be allow to be built on a property with an existing home. The home is under 1,000 square ft on a lot that is 6,000+sf. Is it possible to build the addition?

Yes, CA allows to build an ADU and a Jr. ADU (smaller than 150ft) in addition to the Main residence

No. Absolutely not, nowhere in California or the States. There is no such clause in the Ca Building Codes. You MAY get some leniency if you voluntarily go to your building department to resolve the unpermitted work (assuming it is what you are referring to). Building departments usually require permit and architectural plans that show what it looked like prior to the remodel ("existing") and after the remodel ("proposed"). Yes, it appears you will need a permit. It also looks like Fresno Bldg.
