Planning and Building customer service is about as good as DMV is not worse. Wait more than one hour on the phone just to try to get someone answer a question with one person in the queue and no one reply their emails. NAPOLEAN COMPLEX city staffs. Government workers at its best...

No. Absolutely not, nowhere in California or the States. There is no such clause in the Ca Building Codes. You MAY get some leniency if you voluntarily go to your building department to resolve the unpermitted work (assuming it is what you are referring to). Building departments usually require permit and architectural plans that show what it looked like prior to the remodel ("existing") and after the remodel ("proposed").
