You will need to file a petition for custody on each child in the city in which they reside. If it's Hampton, go to 35 Wine St and complete the paperwork. You'll meet with an Intake Officer who will assist you.
Depends on the type of case. Some are private hearings and only the parties are allowed in. Most criminal cases are open court and you can come in and observe

In Virginia,, divorces are handled by the Circuit Court. Certified copies of divorce decrees may be obtained in the Circuit Court Clerk's Office where the divorce was filed.
