You would think it would be "doo bwah" (French?), but everybody I know around here (local to Dubois) pronounces it "doo boys". Not sure which is actually correct, but locals will recognize it by the non-French pronunciation.

Tides absolutely matter. You want to get in the water around slack tide. Check out magicseaweed.com for a comprehensive tide chart. As for conditions, that's hard to say unless you actually go. This time of year, either spot will be rough for snorkeling. I recommend Phil Foster Park in Riviera Beach. Same thing applies. Shoot for slack tide.
