Probably because in the past someone in the community seemed to delight in trashing public restrooms! Defecating in sinks and on counters, smearing on walls, etc. The nicer the facility, the greater the destruction. Some years ago but once burned, twice shy.
For black Friday there is free lice on hats clothes and other things.
